Strong emotions about the loss of the town cinema, combined with a need to treat all planning applications on individual merit, meant that West Devon borough councillors had a difficult job deciding the fate of the Carlton. But planning committee member James McInnes said that once all the plans had been reviewed, members had little doubt about unanimously rejecting the application to demolish the Art Deco building and build 15 two-bedroom flats in its place.
